Another Unemployment Answer?

Today the USA has several problems: a crumbling infrastructure, i.e., dams, bridges, roads, along with rising unemployment. To the common eye it would seem that the problem with the infrastructure could be solved with the problem of so many unemployed. Too bad no one in Washington, D.C. has a common eye.
